Carenet Health Appoints Two Senior Executives to Drive Growth and Product Innovation

SAN ANTONIO, Texas — Carenet Health, a technology-driven healthcare services company, announced the appointment of two senior executives to its leadership team: Joy Powell as Executive General Manager of the Care Navigation and Medical Cost Management business, and Dan Shur as Chief Product Officer.

The additions underscore Carenet’s commitment to delivering measurable business and health outcomes through advanced technology, clinical expertise, and data-driven innovation. Both leaders bring extensive experience in scaling enterprise healthcare solutions and driving strategic growth across the industry.

Powell brings more than 25 years of executive leadership experience across Fortune 50 companies and venture-backed healthcare startups. She previously served as CEO and President of Springbuk, a health intelligence software company, and held senior leadership roles at CareSync and Healthways, where she led commercial markets and senior solutions divisions. Her expertise in leveraging data analytics and technology to drive actionable insights will advance Carenet’s medical cost management capabilities.

Shur joins Carenet with more than 30 years of experience in product innovation and strategic growth across health plans, provider systems, and venture-backed health technology companies. He most recently founded Aloha Value Advisory, advising early-stage healthcare companies on strategy and execution. Previously, as Chief Product Officer at Quantum Health, he modernized the product portfolio and positioned the company for enterprise-scale growth. His career also includes leadership roles at GuideWell’s Venture Group, Cloudbreak Health, Progyny, EmblemHealth, and Cigna, where he drove initiatives in value-based care, digital health, and population health management.
