PORTLAND, Ore.– Cambia Health Solutions has promoted Stephen Foxley to serve as its next vice president of state affairs. In this role, Foxley will lead state government and regulatory affairs teams across Cambia’s four-state footprint. Under Foxley’s experienced leadership, Cambia teams will continue their focus on transforming the health care experience through political, legislative and regulatory policy strategies.
“Stephen has a strong, proven track record leading the development and execution of Cambia’s government affairs strategy in Utah,” said John Attey, executive vice president and chief legal officer, Cambia Health Solutions. “I’m confident that he will be an exceptional leader in his expanded position, overseeing our four-state legislative and regulatory strategy and coordinating the work of the State Affairs team.”
Since 2017, Foxley has served Cambia as the public affairs and government relations director in Utah. Before joining Cambia, he was an associate at Foxley & Pignanelli, a Utah-based government relations law firm.

Foxley is active in Utah’s business, health care, legal and nonprofit communities. He serves as a government relations committee member for the Utah State Bar, board vice chair for Friends of the Children – Utah, and a board member for City Academy and Playworks Utah. He earned a bachelor’s degree from the University of Southern California and a law degree from the University of Utah. (IANS)
