Plano, Texas– Oceans Healthcare, a leading provider of behavioral health services, has named Dr. David Rubin as its new Chief Medical Officer. Rubin steps into the role following the departure of Dr. James Butler, the organization’s first CMO, who is transitioning to a new position as medical director while continuing his clinical work and spending more time with family.
Dr. Rubin brings a distinguished background in psychiatry, medical education, and healthcare leadership. He currently serves as Director of the Division of Professional and Public Education for the Department of Psychiatry at Massachusetts General Hospital (MGH) and Mass General Brigham for Children. He also leads the MGH Psychiatry Academy and MGH Visiting Programs and is an Assistant Professor of Psychiatry at Harvard Medical School.

Rubin’s clinical focus includes treatment-resistant depression, anxiety disorders, and complex neuropsychiatric conditions. He has worked extensively across inpatient, residential, and emergency psychiatric care settings, and has played a significant role in medical education as Director of Training in the MGH/McLean Child and Adolescent Psychiatry Residency Program for over a decade.
